[ga] FYI: Working Paper on At Large Advisory Committee

Dear all,

a Working Paper on the At Large Advisory Committee (remember?
its creation was "considered" in Bucharest) has been published.
This is not an ICANN/E+RC document; I've written it.

Please have a look at http://www.alac.info -- read the documents,
look at the slides, send comments (and endorsements). According
to the proposal, an ALAC should be used as an interface between
user organizations and ICANN.

The Evolution and Reform Committee had called for initial 
suggestions from the At Large Organizing Committee by July 26 and 
detailed recommendations by August 16.
