- the ITU proposed it for free
- Twoomey was convinced to say he would continue to block the ITU proposition
- but was not backed his Gov which does not trust ICANN anymore (cf. Jon's 
mails)

This only means the IETFs pride not to have ever considered what Leissig 
calls "layers violations" and which is only the reality, has struck again. 
There is no Internet culture to help ICANN geting real. That culture should 
be rooted in the RFC 920 and 1591 missing parapgraphs about relations of 
the NIC and ccTLD Managers with Telcos, public services and Govs.

Because their "other systems" (RFC 921) charged their services? So they 
were carefully hidden by Jon Postel? Some bucks saved 18 years ago which 
cost the world a lot today, and ICANN its credibility?

I could be wrong - but there are so many converging elements leading to 
that odd feeling ....

The day they understand ITU is not a problem but a reality, "layers 
violations" the mental violation of the reaility into a monomorphic vision, 
etc... may be will we be able to address the @large real needs in a 
practical maner and to stop DRMing innovation.

One can always hope....
