the WLS they mostly require payment only if the name is actually
deleted and successfully obtained).  The choice should be up to the
consumer."

I expect that sort of drivel coming from Chuck Gomes, but not from
Louis Touton. It's been said a million times before, but to summarize,
the demand is for the domain name -- of course people will *have* to
purchase a WLS slot, as only the "leftover" names will be left for
non-WLS capture.

Karl: in your process of obtaining information, are you getting
financial documents as to potential conflicts of interest of Board
members and other ICANN staff, e.g. stockholdings, etc? It would be
nice to hear your comments on today's decision, to the extent you can
say in public, and on the internal deliberations.
