Two uses of "independent." When I said there were six "independent" checks,
I meant "independent" as in "not dependent on or conditioned by or relative
to anything else." When I said that one of those checks was "independent"
review, I meant "independent" as in "free from external control and
constraint."
I thought my intention was apparent from context, but just to be clear:
there are six "distinct" hurdles to cross before something becomes a policy,
and one of those is "independent review."
Becky Burr recently submitted a recommendation on how independent review
might work:
