Sure, you could _operate_ the ccTLD if you had a copy of the zone file and
update the root servers to point to the new name servers. But what does this
get you?
How would you prove who 'owned' what names?
How would you update it for required changes?
How would you collect payments/renewals?
Things would get very messy very quick unless you planned to forever freeze
the TLD at that date and time. This could be a DRP approach but the local
ccTLD manager to be competent should have a BCP and DRP plan already in
place and tested.
