[ga] WHOIS: Registr_y_ bulk access?

A short question to the registry folks:  Has ICANN exercised its 
right under section 3.10.5.1 of the unsponsored TLD agreement, and 
designated a provider for a public, free, query-based WHOIS service? 

(I don't think they did, but just to be sure...)
