[ga] TLD versus Domains

Somewhere a decision was made to use domain names as opposed to giving
"companies" TLDs.

I really cannot see the logic.  Where and when was this decision made?
Who made it?
Why is it not, .GM,  .MB, .GQ?  Maybe someone knows and can refer me.
