Can someone please explain just why, dotCOM, dotORG, dotEDU, and dotINT
are not US ccTLDs?

They are controlled by the US gov. they were allocated to/by the US gov.
they are regulated by the US gov. the money must come into the US for
use of domain names therein.  They are administered by US corps.  They
are taxed by US gov. (physical presence is one missing item but there is
plethora of other ccTLDs without this requirement)

I do not see the listing of a two letter country code at the end as a
dignifier of the addressing systems different treatment of the TLDs.  If
I am not mistaken they are just numbers.

So if we type in a name.com.mx we know it is Mexico, fr, vn, ca
etceteras and if we type in something without a suffix we know it is a
US, because we were first to unabashedly commercialize, but they are
still ccTLDs.

ICANN is really only the overseeing manager of US ccTLDs.
