Are you sure they have asked for the change? I saw a note some time ago which
indicated that some ccTLDs hadn't yet requested a change.

No, five European ccTLD still have ns.eu.net in the ICANN zone file
(but no longer in the ccTLD registry zone file). The struggle is not
over.
