It is a fundamental misconception of Task Force members that they can be
effective without being proactive in the community, that it is everyone
else's duty to bring relevant matters to their attention, not their own duty
to uncover developments. This is what is commonly termed "outreach", which
is not the same thing as "feedback" on a preliminary report prepared by a
select few behind closed doors.

Of course, ICANN continues to believe that it can create the perfect world
in which outsiders only speak when spoken to and can otherwise be ignored.
