  First of all there is not expense involved as such ports are and have
been available to ICANN at not cost on a number of occasions, this
would include the NC as well.  Secondly, Danny is quite right,
as to transparency and openness.

  See above.  There is not need for such and expense as such
service for these types of services are available at no cost...

  In fact Bret the converse is true as Danny rightly contends.  After the
fact listening ports is not participation.
