That will depend on the inputs and on the discussions.

The target is the one stated in Resolution 102, namely "to work with Member
States and Sector Members, recognizing the activities of other appropriate
entities, to review Member States' ccTLD and other related experiences".

Each group (such as the At Large groups you mention) will have to decide
whether they consider it useful to input their thoughts to this review
process.  Please note that input papers can be submitted by anybody and that
physical participation is not required.
