Rick I know that the WHOIS database is not used per se to generate SPAM
lists nor, especially since many of the addresses in WHOIS are bogus anyway.
The WHOIS system was setup so that responsible parties could get access to
other responsible parties. What it has become is something totally
different. What we need is a system for getting at domain owners such that
there is something that can be done about spam and spam providers. Amongst
other issues.
