Why should name holders in a ccTLD pay a TAX to ICANN for ICANN to use it
for non ccTLD issues. The ccTLD's run their own policy and do it by whatever
system they wish. .au has a $11 AUD fee from registry to auDA. .nz has about
a $3 NZD policy 'cost'. 

If, and thats a big if, ICANN actually DID something to update the IANA
records and in fact stopped all the BS around ICP-1 THEN people might talk
about what policy areas _might_ be international and then determine how to
approach them.

A very quick read of the changes to the MOU appears to make ICANN even more
rabid over what it thinks its controls of the ccTLD's will be.
