The ERC's proposal takes away the need to preserve a perceived  
balance by keeping the same number of constituencies by  
_guaranteeing_ that balance.  In fact, it may be easier to add new  
constituencies with the ERC model than with the current one.

(It _may_ be easier.  We don't know before someone tries it.)
