Here is the ITU press release on the discussion mentioned
on the ICANN.blog (http://icann.blog.us/2002/10/03.html#a779):

Unfortunately, neither of the proposals (African countries/ATU,
European countries/CEPT) is available on the Plenipotentiary
Conference site (http://www.itu.int/plenipotentiary/), except for
governments, ITU sector members and journalists. The drafting 
group has been working on a joint proposal today, hoping to have 
a document ready for discussion on Monday.
