No question about it -- the decision is PIR's, Afilias is simply the
back-end registry operator.

My response was specifically to the prior posting, which explicitly quoted
Afilias and its spokesperson (see below):
"On a German news site, it says, that a speakesperson from Afilias, called
 Carle, stated that the future of multilingual domain names in .ORG was
 uncertain after the take over. And, I now quote, "they aren't really used
 now anyway". So, bye, bye?"

My posting was merely to clarify what Afilias was quoted as saying, and not
speaking on behalf of *anyone* else.
