The simple answer is yes.  DoC have policy control of Root Server A and hence 
do have ultimate control over all TLDs.  Now they don't actually want this 
control (as exercising it is politically very dangerous) which is why they set 
up ICANN to do it for them but ICANN is failing so they still have control.
