Do you have links for these proposals published anywhere?

I'm not sure what you mean by proposals to the .com universe.

why don't you setup your own arabic tlds.  if australian aboriginies can
do it i'm sure you can too.

I also would suggest you educate them.  The recent root server attacks
should be investigated and your various arabic governments rely on us root
server technology to guide them along.  This is a definate invitation to
potential damage to arabic computer operations - which see:

I would think there's some cause for concern to arab government and
