[ga] State of Task Forces: WHOIS, Transfers, UDRP

FYI, a brief summary of the state of some of the "old" task forces.


CC to Bruce Tonkin, J Scott Evans, and Marilyn Cade - please correct 
me in public if I have misunderstood anything. ;-)


1. WHOIS (Kristy McKee, Abel Wisman, myself; chairs: M. Cade, T. 
   Harris)

The WHOIS task force will try to produce a report for the Names  
Council by the week of November 24.  The report's aim will be to  
reap some of the "low-hanging fruits"; the task force's work will,  
for this reason, concentrate on items (1) and [possibly] (4), i.e.,  
accuracy of whois data, and bulk access/resale of data.  In addition 
to that, the Task Force will report on its recommendations for  
further action (including outreach) and on its current findings 
(comments received, ...) as far as other policy items and mid to 
long-term perspectives for accuracy and bulk access/resale are 
concerned. A Names Council vote is expected for the Council's 
Amsterdam conference on December 14.


2. Transfers (Dan Steinberg; chair: M. Cade)

The Transfers Task Force is also scheduled to produce a report for 
the NC by the week of November 24, which will also be on the agenda 
for the Council's Amsterdam conference.


3. UDRP (John Berryhill; chair: J. Scott Evans)

As J. Scott Evans has reported during today's Names Council  
telephone conference, he is suggesting to apply a modified version  
of the GNSO policy-development process to the UDRP Task Force's  
future work.  A conference call is scheduled for Tuesday, November  
19, 1500 UTC. J. Scott has been working through existing literature  
evaluating and criticizing the UDRP.  A preliminary report which is  
supposed to take into account that outside work is expected for late 
December.  The Task Force is currently seeking a new "complainant  
representative", and replacing some members who are not able to  
continue to participate on the task force due to personal and  
profession al changes.  Also, at it's telephone conference today, 
the Names Council has resolved to augment the task force by provider 
and panelist representatives from an (from the?) Asian dispute  
resolution provider.  The respondent's point of view is being  
represented by John Berryhill.


4. New gTLDs

As far as the new gTLD proposal from Stuart Lynn is concerned (which 
recommends that the Names Council looks at whether or not some  
apriori structure be imposed on new gTLDs), the Names Council  
expects to respond to a future board inquiry, possibly to be  
received in or after Amsterdam.  Since there seems to be no  
expectation of a formal policy-development process being launched,  
the Council could ask the constituencies for positions which would  
subsequently be discussed on the Names Council level.
