Is there a way, under the Rules of this list, to remove "Jeff"
permanently, given the constant phony references to his "INEGroup" with
100,000+ members? If a call for votes is all that's necessary, is there
a seconder?

there is mention of "a minimum of decorum", with 2 examples provided,
but I'm certain they are not meant to be exhaustive. Constant
references to phony organizations, in my view, does not meet that
decorum standard. And furthermore at:

it mentions that one of the 2 main principles of the list is:

"the respect of participants is mandatory"

Constant references to a phony organization shows a great disrespect to
the legitimate participants of this list.
