This is a VERY interesting statement I would love you to document because
it is a direct violation of the anti-racist law (in France may lead you to
jail). This is of real importance in the IDN area because a site selling to
local people is legitimately entitled a local IDN and each time this might
be confirmed by a court decision it will mean that the local ccTLD will
have either to support the RFC 3066 368 languages, or ICANN to open a
second local ccTLD willing to support them, or a tremendous advertizing for
scSLDs supporting them.
You see, there are three actors in this. Engineers (IETF), Operators
(Registries, ISP), Users (@large, business, Govs). In trying to keep ICANN
an engineer/operators getho they miss a lot of inputs that will only
resolve either in courts, or more probably in real world technical
circumvention through a user centered network usage archtecture by-passing
the bluffed ICANN imposed limitations.
