  Very much agreed here.  It is amazing that still these sorts of technically
ridiculous "Faq" files from the IANA are still prevalent.  One can only wonder
if ever the IANA will get it's act together in the next millennium...

  Yes.  However this link has precious actual technical information, but
does point to  http://www.nanog.org/mtg-0302/ppt/suzanne.pdf
which is a presentation provided by Suzanne Woolf, but still lacks
very much specific technical information as well but is bit better...
