Yes.

What I have observed is that governments tend to bring up consumer-related
issues in ITU, as appropriate. Most consumer-related issues are national
matters, and so not discussed in ITU.
An individual might also find that his or her interests are represented by
some other organization, either a non-profit, or a commercial company. It
depends very much on the specifics.
