Barbara, thanks for your posting. I do have one question. The view that many have is that policy should be made
by the Councils, not by either the staff or the board. I wondered about your response suggesting that policy decisions would be initiated by the Board... You seem to be elevating policy to the Board, which has been resisted by the broadest set of ICANN participants... perhaps I'm misunderstanding your views here.  Could you comment on the role of the Councils in that case?
