That's not a half-bad idea.  The ITU would be a natural for banner ads for
900 numbers, and for those porn-dialers that make people's computers dial
toll numbers to Madagascar.  They could probably increase revenue, benefit
their own members, and still manage to subsidize the cost of providing their
publications for free.
