Dear Michael,
as Peter, Stuart and Karl reminds us, ccSO does not stand for "country
code" but for "contracted core" TLDs (or maybe "core cornered", since some
say GWB is trying his best to help ICANN sign Iraq in getting ".iq" under
US administration - however that may not help since ".us" has not signed yet).
BTW having the ccTLD rep and President from the same country may help
saving on the GAC next meeting room there?

PS. May be could you help us (or Peter?) in reminding us the list of the
cornered TLDs. And if they are under bi-lateral, tri-partite or
quadri-partite (fro example, when the country is under remote administration).
