  I agree with Stephane here and believe that most here also do as well
Indeed it does matter greatly that to charge to read the ITU recommendations
is a method of limiting participation, and being somewhat secretive and
closed organization, despite Richard Hill's good attempts here to lobby in the
ITU's behalf to suggest otherwise.  It is also true in what Stephane
proports in that the ITU has no individual members or membership.

  What's even more interesting and I think somewhat missed in these
discussions/lobbying is that ICANN is doing some of the same
things in this regard sense Stuart Lynn's "Reform" effort has been
underway.  Perhaps this is due to the ITU's influence on the GAC,
support from the IPC and BC( AKA Marilyn Cade Constituency)...
