That's right, Doug. He propses ignoring the existence, once again, of
exisiting TLD registries, such as .USA, .Z, .COM2, .ONLINE... and
thousands of others. He proposes auctioning off TLDs without
consideration for anything else or anyone else's decade long effort to
build them. The result is that we'll have the same mess we had with .BIZ,
only multiplied by hundreds - all over the world this time. Not all
registries are held in the US. It would be a real abuse by DoC to auction
off TLDS in use by others, but it would not surprise me one bit.
