[ga] A registrar with shockingly bad WHOIS data....

Performing a WHOIS for vcnr.com:

whois -h whois.internic.net vcnr.com ...

Whois Server Version 1.3

Domain names in the .com and .net domains can now be registered
with many different competing registrars. Go to http://www.internic.net
for detailed information.

   Domain Name: VCNR.COM
   Registrar: VERISIGN GLOBAL REGISTRY SERVICES
   Whois Server: whois.verisign-grs.com
   Referral URL: http://www.verisign-grs.com
   Name Server: No nameserver
   Status: ACTIVE
   Updated Date: 25-dec-2002
   Creation Date: 24-dec-2001
   Expiration Date: 24-dec-2003

This registrar "Verisign Global Registry Services" is flouting the
rules, and its contractual requirements for WHOIS accuracy and required
elements, e.g. see:

http://www.icann.org/registrars/ra-agreement-17may01.htm#3.3

In particular, the:

3.3.1.6 The name and postal address of the Registered Name Holder;

3.3.1.7 The name, postal address, e-mail address, voice telephone
number, and (where available) fax number of the technical contact for
the Registered Name; and

3.3.1.8 The name, postal address, e-mail address, voice telephone
number, and (where available) fax number of the administrative contact
for the Registered Name.

are all missing!

Some TM holder might have need to contact the owner of VCNR.com to file
a UDRP. Or perhaps the registrant (whoever that may be -- without WHOIS
data, how would we find out??!!??) would like to switch from their
current registrar to a better one, via a transfer --- difficult to do,
if there's no way to validate the identity of the registrant via the
WHOIS.

Alas, perhaps ICANN should raise the bar, and not let just anyone gain
accreditation as a new registrar, like this wannabe registrar "VERISIGN
GLOBAL REGISTRY SERVICES" who so willingly violates its contractual
obligations, not providing proper public WHOIS data for their
registrants. Obviously, this newbie registrar isn't ready for
prime-time just yet....

Sincerely,

George Kirikos
