When do the 2,570,970 .ORG owners get a chance to VOTE ?

Even though .ORG appears to be shrinking at over 10% per year, there are still a few interested owners.

When will .ORG owners be organized to VOTE on what company (or companies) run the .ORG Registry ?
...will 128-bit DNS services considered when that selection is made ?

What is the point of moving the .ORG Registry from one company to another with the same people running it ?
...also, where is the redundant operation to ensure it is stable and the services offered continue ?
