[ga] Agenda for the Next NC Meeting

As a member of one of the working groups and of the GA, I respectfully request that the agenda be
modified two ways:

*	move the NCDNHC status report up to the beginning
*	include a brief report by the chair immediately thereafter on
	the status of pending requests for recognition of other
	constituencies -- including a recap of the criteria for
	recognition
