Hmm.  Perhaps we could support ICANN by imposing a fee on silly,
meaningless, semi-literate, and/or obviously false postings to
ICANN or other Internet Mailing lists. Even a relatively small
fee might be a big help; more so if there were a graduated
schedule in which the fee-per-posting increased with the number
of postings-per-week.
