I have advised Andrew McLaughlin that the link on
http://www.icann.org/general/bylaws-changes-16sept99.htm

to submit comments on the latest bylaws amendments proposals is wrong.

Although the text is correct:
Comments should
>be sent to <comment-bylaws@icann.org>;

if you click on the link to send an email, you get the wrong mailbox
<comments-bylaws@icann.org>

I'm sure this will be fixed soon
