Maybe I didn't pay attention - I already wrote to Mikki/Gordon that I might
have missed something - but where is it written that the person to be
nominated has to be a member of the GA?

I thought he *was* an elected government official, but he no longer is.
Maybe government officials are like the Boy Scouts - once you become a
Scout, you are a Scout forever?
