      My acquaintance with Mr. Weikers is by Web and e-mail for more
      than two years, and quite frequently.  It is my belief that the
      dispassion of the Web can tell one more about the character and
      integrity of a person than personal contact can.  I have trusted
      him with sensitive information and have never been harmed.  Of
      course this may be habitual and customary ethics for lawyers,
      but perhaps not.  I judge him to be a person of intellect.
 
      I have been as concerned about proper operation of the Web as
      any, and with good reason.  I helped to supply three major
      components -- ASCII, timesharing, and the ESCape sequence, as
