Roger,

It is not a question of the cost of the service. It is a question of whether
we (or the NC or the DNSO) feels a responsibility, for what ever reason, to
provide some multi-lingual communication. If we do, then we write it into
the budget (or get ICANN to), and make it a policy.

Overall, I feel that it (some translations) would demonstrate our concern
for widely distributed communication and participation, as well as assist us
in raising more money.

Even though I am from North America, I have spent many years working in
International situations. Adding 4 or 5 additional languages, even if only
in publishing  critical policy and working documents would allow many more
persons to feel "enfranchised"

Just my thoughts... didn't mean to get on a soap box ;-)

Neither the Council nor this Committee has yet to address your question.  My
own opinion is that professional translation services can be quite expensive
and I would look to the funds collected by ICANN for the DNSO to fund
something like them instead of the voluntary donations, which are mainly
targeted at strengthening the professional staff.

Please excuse any repetition here, as i am new to this list.

From the ccTLD perspective, we've learned that participation increases when
some of the material, position papers, proposed policies, etc of our
constituency were translated into a few languages other than english.
Increasing participation also tends to make it easier to get needed funding.

Is there (going to be) any provision in the budget for some translations or
other kind of outreach?

Further to Roger's e-mail I have sketched out a simple but useful budget
structure for the DNSO and am starting to put it in a way that allows
changes based on scenarios: ie what if we do this?; what if we got in this
money?

I will delay sending this through until we have signed off on the job
description as I want to get the two to link clearly to the four objectives.
I guess Chuck may be making some revision following Elisabeth's suggestions
today.
