I agree.  And I believe it is timely to provide some input into a few
factors that one might consider while writing a proposal.  One factor would
be whether the proposal addresses an actual "problem".

The classic ICANN policy loop is for criticisms of faits accompli to be
dismissed as unconstructive.  I'm simply trying to provide Ms. Mutimear with
some constructive a priori input.  Since the only input she has mentioned
receiving comes from the IPC, a broader perspective initially will save us
time in fixing it after the fact.
