[nc-imp] Transfer implementation analysis

Hi all,

I have attached a PDF document which includes my remarks about the
implementation of the task force's recommendations.  I'm sorry this
is coming so late, but it is very short.  I think most of the
recommendations are reasonable, but I have a couple of technical
concerns that I raise.
