What about this compromise?  Allow outside proxies if no-one from a given
constituency is able to participate?

Chuck, that is why if all of the NC members cannot make it (in your case,
just the one), than you would be able to go outside.  The question is
whether we should just have an exception for your constituency until things
change, or allow this rule to apply in the future (In other words, do want
to be firm and say no  non-NC members ever; end of story)
