I believe the decision to get the GA to elect its own chair will need a
change in the ICANN by-laws. Section2:(i) "The NC shall elect the Chairman
of the GA annually."

However, for LA as it will be a public meeting the NC decided at its last
conference to debate only ICANN issues and to defer all procedural/process
items to the December teleconference. So, any proposal from the GA could be
added to the December agenda if you like.

In the meantime perhaps you could check on the process and timetable
necessary to change the by-laws? The by -laws state "2/3 majority of all
members of the Board".
