FYI:  I spoke with Francis Gurry of WIPO about my idea that the Names
Council conduct a substantive discussion of alternative techniques to
address intellectual property rights in the context of a roll out of new
TLD's and asked if he would be willing to make a stimulating presentation to
the Names Council on this topic.  He indicated that he tentatively planned
to be at the meeting and tentatively would be happy to do so.
