Thank you for clarification.
Your request is perfectly clearn and technicaly feasable
(already existing for at least one list as you mention,
it has nothing to do neither with digest nor with Mhonarc).

Setting up such an option is a matter of policy decision, 
I let the NC deliberate on that.
