I think Ken's input will be important.
If the registrars feel that they can make money by offering this name space
to its customers as an unrestricted TLD, the hold point of having this name
space for non-comm and non profit interests will be useless. Therefore,
certain policies should be included that should bond those entities that
will market this name space. It is strange that we are raising this point
and not those who are goping to manage and promote this name space. If this
is not identified as a sponsored space for the non-comm community and
becomes unrestricted, we will be loosing the whole point.
I would agree to leave this space as unrestricted as long as we can really
enforce the marketing provisions and avoid any misrepresentations to the end
users.

agreement on. Target marketing, yes. Identity building, yes.
Restrictions, no.
If people ignore the marketing and the meaning of the ORG name and
choose to register in the space, it is perhaps unfortunate but not
particularly harmful and certainly not worth creating additional costs and
trouble over. It does not strike me as something that will happen often.
I would like to hear more about the feasibility of using registry-
registrar contracts to influence the way the names are marketed,
and about methods of policing those contracts. Perhaps, instead
of saying anything about this we can simply ask for public comment
on it.
In order to impose controls on the way it is marketed by registrars,
we need the agreement of registrars. I suspect that they will not like
the idea. Perhaps Ken can comment.
