MM ====> This constitutes a pretty major substantive change
in policy so let's not incorporate it now, but wait for public 
comment and see if there is any support for it. I personally
see a major and direct contradiction between the CEDRP
and the notion that registration in ORG is unrestricted.

applications submitted by organizations in the latter category."

MM ===> Cary, ICANN will be given $5 million to cover the
transition - twice as much as the sum of all the application fees
in the first round. There's no reason for an application fee to
finance the review process. The only thing acceptable is a
"nuisance" fee to prevent hundreds of potentially frivolous
or non-serious applications.
