I completely agree.
A preliminary report, in the form of a set of questions to be answered,
makes sense in order to delimit the scope of what has to be carried on. Sort
of "Terms of Reference" for a phase 2.
This is why the idea of a Working Group did make sense: we are defining now
the charter of the working group, that will have to discuss the possible
answers to the questions.

Personally, I believe the timeline to be short.
We lost too much time between July and now, and it will be very difficult to
do all the work in the next few weeks.
Nevertheless, I agree that it is important that we come up with at least a
"work in progress" document to give some initial indications to the ICANN
Board.
