Dave, it is unusual for a task force call to either have observers on listen
only mode or to make an audio recording.  There is of course a cost
implication to both. To date all TF calls have been sponsored by one
organisation or another - there is no budget for them in the central DNSO
budget funded by constituencies.

Task forces discuss and recommend to the NC. A call is an opportunity to
debate issues and the substantive part is then communicated via the TF mail
list which is archived. Any recommendations discussed by the NC are both
minuted and audio archived.
