[nc-transfer] Terms of Reference
Perhaps someone can explain to me why we are dancing around the issue. The
clear objective of this Task Force is to establish a "consensus policy", and
that is exactly what the terms of reference should be stipulating.
The purpose of this Task Force is to:
Propose that which will become a "consensus policy" to govern transfers
between registrars.
To that end the Task Force will:
a. discuss the issues
b. propose a policy
c. engage in outreach to those that are likely to be impacted by the new
policy
d. document those outreach efforts in order to demonstrate that it has
adequately represented the views of those likely to be impacted
e. ask for substantive submissions by those that might be impacted
f. include all such substantive submissions in its report
f. document the extent of agreement/disagreement among impacted parties
g. document the nature and intensity of reasoned support or opposition to
the proposed policy
h. provide a written report citing all the above findings and justifying the
TF's conclusions
i. make such a complete report available for review by the constituencies
j. include all constituency comments in the supporting materials
k. revise the report accordingly in light of constituency comments
l. make the report available for public comment
m. include all public comments in the supporting materials
n. re-assess the report in light of the public comments
o. submit a final report to the Council for its vote on the proposed policy
