Perhaps there has been some confusion. I am happy to clear it up.
I have every intention of calling for an election once the constituencies
and the GA is represented. The Registry Constituency has responded. I will
hope to finalize a decision from the ccTLDs Monday.
And, then we can have the election for the chair.

Marilyn,
The General Assembly supports the position enunciated by the ICANN Board
that
"representation should accompany participation for informed, sustained
involvement of interested individuals in ICANN policy and decision-making."
Until such time as representation for the registrant community becomes a
reality in this Task Force, we will not agree to any scheme which solely
provides for limited one-time participation and which is fundamentally at
odds with the position of the ICANN Board.
The proposal that you recommend has been attempted before with disastrous
results in the first Review Task Force chaired by another BC telco
representative, Theresa Swinehart. That monumental failure elicited no more
than a handful of responses as the entirety of the membership recognized
that
a questionnaire only serves to limit participation and wanted no part of any
effort that would deny them full involvement in an ongoing discussion of the
issues. We will not willingly support any effort that offers less than
full
and equal participation and representation for registrants in this process.
The General Assembly is familiar with the tactics of the Business
Constituency and their repeated efforts to silence the voice of individuals
in the ICANN process. We will not allow you to continue to deny us our
rights to representation in ICANN policy and decision-making which have now
been confirmed by the ICANN Board.
We ask you to step down as interim Chair and to abide by Names Council
Decision Three which states: "Set up a Task Force, call for nominations
within 5 days."
There has been no call on your part for Chair elections.
A Chair that begins her tenure by calling for the Council to endorse a
position adopted by only one of the parties to this discussion cannot
maintain that she is a neutral Chair. You have openly sided with the bulk
of
the registrars against the position taken by VeriSign and their
subsidiaries.
While that may be your personal opinion, it is not that which is expected
of
a Chair which must respect the obligation to neutrality.
