[nc-transfer] Resignation from Task Force

Taking input from registrants does not equate to registrant representation 
and full unfettered participation.  The interim Chair of this TF has been 
advised that I will not willingly participate if representation is denied to 
registrants.  As she has made it clear that registrant representation will 
not be allowed in this TF,  I hereby withdraw my participation and formally 
resign from this TF.
